Is the TP-Link Kasa integratino completely local?

as the title states, I would like to know, if the TP-Link Kasa integration is completely local. The documentation refers to a command line tool as an alternative to the App to provision the devices.

It seems to be local but I wanna make sure, since Iā€™m interested in the products
