Does anyone know what dongle would I need to be able to integrate Leviton VRS15-1LZ switches into Home Assistant that will be running on the Home Assistant Blue Hub?

That is a North American Z-Wave switch. Any of these you find to purchase are either used or extremely old stock
Z-wave has generally been replaced by the superior Z-Wave Plus (500 series) protocol.
Z-Wave Plus (500 Series) is being replaced by the newer Z-Wave Plus v2 (700 Series) protocol.
If you have a Z-Wave USB stick then you can use the zwavejs integration with Home Assistant.
I would strongly recommend getting a 500 Series or 700 series switch. Here are a couple of examples.
