Local only on Companion App

I want use local only on Companion app on an Android when Internet is down on home network. I have a regular HA setup on an HA Blue and a test system on an RPI4. The regular system uses NabuCasa for external and static IP of HA for internal. I am unable to access the test system unless I disable mobile data on Android. I am unable to access regular system in Companion app no matter what I do with Internet down. I can’t add regular system as new server either. I am able to access regular system in browser on Android phone if I turn off mobile data.

I have deleted data for Companion app and uninstalled and rebooted phone then reinstalled app multiple times. Still can’t access HA with app.

  1. Is there a way to fix Companion App so I can access regular HA?
  2. Is there a setting in Android that forces it to use local when Internet through wifi is down but mobile data is on?

the main issue here is that android will not route any data to wifi if it has no internet
