Location in configuration.yaml or core.config

I see that the location set through the UI (Configuration > General) is stored in .storage/core.config however all mentions of latitude timezone are for configuration.yaml.
Which should I be using, and if I do use configuration.yaml should I remove those from core.config or are the overridden?
