Loop trough all available effects in light effect_list

Based off a question (@Jarne_Roussard) I got on one of my blueprints, I came up with this automation. This automation doesn’t really fit in any blueprint because the trigger would most likely be different for everyone. Please vote on the related feature request if you agree.

I figured there is probably a few of you out there with WLED or Hyperion use cases that could benefit from this.
