Lovelace shows header Toggle with non toggleable entities?

HI,

Is it a bug or expected behavior Lovelace shows Header toggles even when the group only has non toggleables?

I know I can set show_header_toggle: false, but they shouldn’t be here in the first place…?

I think it’s a bug.
