I don’t think the Manual Alarm Control Panel state is included in the Recorder so that the state is placed again after a restart.
Check here for possible solution.

I have Appdaemon running for HAdashboard (never used it for more then hadashboard)
but i cant the find the cfg file in the places in the manual… ?
There is other way to maintain the ARMED state after device reboot?
I recently noticed my automations using the manual alarm component were not working consistently. I have been playing around a lot with Hass.io and didn’t realize the alarm state was not retained after restarts. Thought I would try MQTT Alarm and it does the same thing.
Looks like the issue was logged https://github.com/home-assistant/home-assistant/issues/10793
This should be treated with high importance as people might not realize this is not working and rely on it.
