Is there a way to monitor the power state of a certain IP on my home network and publish it as an on/off switch to homebridge?

What kind of device are you monitoring? For anything that supports Wake-on-LAN you can use a WoL switch.

I’m monitoring an Xbox one so when I turn it on from the machine I can make the harmony hub activity launch without touching the remote.

Try with the Ping component.

Can you ping it? Probably just a ping sensor could work.
