Same issue on my Raspberry Pi3B (not on my ODROID-N2+)

## Proposed change  While investigating Bluetooth problems on a Home Assistant Green, I found that Bluetooth failed to start because the event loop was blocked for 7-12s from loading `matter` which cause the system to be unstable and timeout many tasks https://github.com/home-assistant-libs/python-matter-server/issues/578 Load integrations in the executor if `import_executor` is specified in `manifest.json` to avoid the module blocking the event loop. I expect this change will fix hundreds of unexplained startup issues. It will also solve some instability at run time since the same problem happens when an integration is discovered and the config flow is loaded since it loads the modules there as well. Read over your thread, did you happen to see anything for sensor platform snmp or zone on your testing?
My setup is a HA on a yellow, and seeing consistent time delays for various items on startup.

The affected platforms would be different on every install depending on load order and which integration were configured because the loop was blocked and whatever else was being loaded would lose the race and get blocked.
