My Home assistant install is not using the ui-lovelace.yaml file to config the ui

I am fairly new to HA and im still sorting out the services and device types I have running in a 6 year old deployment of ST. I have been going along my merry way setting up services, sensors and Lovelace and I noticed that when I add cards or config via the raw config editor tool that I am not adding any of the code to the ui-lovelace.yaml file. In fact the interface is not honoring this file at all. is this functioning correctly? where are the settings being stored? why does the interface reorder elements in the config in an awkward fashion?

can some one with a little more understanding please clue me in?

It’s have move off top of head its now in .storage/lovelace

. = hidden folder

Yeah Lovelace has moved to the .storage folder unless you configure it to use YAML mode. It is annoying the new config reorders things but you get used to it.
