I want to know how Node-Red works.
Does Node-Red work without the Internet?
I want to know if it works normally even locally.
The program itself needs no internet to work. You will however need the internet too download updates and additional nodes if needed. But now red is not cloud based.

That all depends on what nodes you use. There are a few things that would require internet access, but nothing of the default node-red install requires internet
