Onboarding not triggering user account creation

Totally new to Home Assistant, but stuck already!
I’ve installed HA on my QNAP NAS in Container Station with the official Docker image. When I start the Docker container and browse to HA I am not prompted to set up a user, which the Onboarding guide suggests I should be. I only see this screen:

Any suggestion on for to trigger the onboarding process? Or force authentication setup?
Hopefully I’m missing something simple!

Developer tools on the bottom of the side panel. I haven’t seen that in years. What version did you install ?

 well that give a good hint as to the problem then! Installed version is 0.65.5, which from the releases page seems to have been released in 2018!
I just let Container Station on the QNAP grab the image for “homeassistant/home-assistant”, looks like its configured to use the standard Docker registry here: https://registry.hub.docker.com

Seems that it’s a Container Station weirdness. I took the ‘Recommended’ image as shown here:

If I use the Docker Hub tab, I get the choice of version. So I’m not running the latest stable build and the Onboarding guide matches what I’m seeing on screen!

Thanks.
