Time on my Pi HA os is 45 min off from my local time. how can I sink time. aalso my duckdns will not log to HA ,I think time is not matched.

In HA
settings/system/general and enter your time zone
My Time zone is set to central time but all my log time is 0:45 min off. I think this make my duckdns toke will not working.

HA OS attempts to sync with NTP servers at boot. OS will always show UTC. You can try rebooting (not restarting HA) from Settings > System > Hardware > 3 dots in the upper right corner.
If it is still not correct you can try using the Chrony add-on with the “set system clock” option enabled in its configuration.
