Picture Elements Card: A simple `label` element (without state text)

I’d like to be able to emulate the layout of a Glance Card; with a label above the icon, and the state text below. But with the Picture Elements card the only option available (unless I’m missing something) is the state-label, which adds the state text on the same line.

A basic label element for the Picture Elements card seems like it would help in keeping the UI consistent.

Edit: I forgot service-button can also be used to create a label, but the text is in all-CAPS and text-transform: doesn’t alter it.
