Playing an audio message on all mobile devices

I’ve got a script that will play a pre recorded MP3 to all the Google Homes in the house informing everyone that “dinner is ready”.

However, is it possible to send the same audio message to all Home Assistant Apps running on mobiles?

This looks promising but based on the screenshots at that site, I can only set up custom sounds for iOS devices.
