Based on the error message:
Invalid message length received for StickInitResponse, expected 60 bytes, got 38
It looks like the stick does not return any configuration setting. The missing 22 bytes is exactly the size of the stick configuration. The USB stick appears not linked to an Circle Plus or somehow lost its configuration. Does the USB stick and work using the Plugwise source software?
Be aware that currently the Plugwise-beta integration does not has the ability to register the first and required Circle plus. Unfortunately you still have to use the Plugwise source software for this initial setup.
There is only support for automatic appending/accepting additional Plugwise devices to the plugwise network, which is technically adding/registering into the circle plus node.

thanks for your feedback, I tried with the Source program and didn’t get any connection with the Circle+.
Resetted everything and ran the Plugwise configuration wizard and the network was then OK!
Then I tried the Plugwise-beta integration and now it found the Stick! 
But after inserting the Circle+ in the socked where I want it, I heard a lot of electric ‘noises’ and now it seems to be dead 
So I have to figure that out. Hopefully it’s not broke.

update:
I found the failure in the Circle+, one of the 230VAC pins is broken of :
I managed to solder it (just for testing) and it works now. I see all my plugs in HA and can switch them on and off !!

Are you using the core or the custom-component? Do you see anything in the logs? /config/logs or “Instellingen->Instellingen->Logboek”?

@Vinx, yes this was changed, the 4 possible message-categories are now shown. There can be several messages at the same time, in different categories.

Also, have you tried adding the Stretch via the manual route: Add integration, search for plugwise-beta, select plugwise-beta, enter IP-address, select username = stretch, enter password, etc.?

I’m asking for the Plugwise-beta version that you have installed, the latest released version is v0.19.8.
You can find the version nr. in HACS → click the 3 vertical points in the Plugwise-beta square → click Information. The version nr. is in the left top corner.

Manual method is via Instellingen, Apparaten en Diensten, + Integratie toevoegen, search for plugwise, select plugwise, enter IP-address, select username = stretch, enter password, etc.
Please try this method first before we troubleshoot further.
IN this picture I choose the first option 
As IP i enter the IP adress aaa.bbb.ccc.ddd (the same that I use in my webbrowser to connect to the stretch)
As the ID i enter the password of the user stretch
If I press opslaan it says Verbinding mislukt
Ok. Next, please have a look in the LOGBOEK: Go to Instellingen → Instellingen (bottom option) → Logboek (option shown at the top of the page) → LAAD VOLLEDIG HOME ASSISTANT LOGBOEK.
In the detailed log-list that is now shown, do you see any more information related to the error “Verbinding mislukt…”?
