Plugwise Lisa & Adam HA usable for wireless - fully local - usage as a thermostat?

I am looking for a wireless thermostat that I can connect to Home Assistant without requiring internet access. I am wondering if I can use the Plugwise Lisa + Adam HA for this purpose?

My goal is for the Lisa to communicate wirelessly with the Adam HA, and for the Adam HA to communicate with Home Assistant via my local Wi-Fi. The Adam HA will not have internet access. Does this setup work? Or is internet access necessary for either the Adam HA or the Lisa to function?

I understand that in this situation, I won’t be able to use the Plugwise app, but that is fine.

Yes, this works in HA using the Plugwise Integration.
And you can block the internet-access to the Adam, it will still work with HA.
But this will also mean you will not receive any firmware updates for the Adam.
