Problem forwarding commands from Aeon Labs Smart Dimmer 6 (ZW099) to other dimmers

Hi all!

First, a huge thanks to everyone on this forum. I’m new to Z-Wave and Home Assistant, but I’ve already solved so many problems thanks to answers on this forum. But now I’m stumped.

I have an Aeon Labs Smart Dimmer 6 ZW099, which according to its documentation, can

Forward the…Switch Multilevel Set to associated nodes in Group 2 when the Smart Dimmer receives the…Switch Multilevel Set commands from the main controller.

My interpretation of this is that when the Smart Dimmer receives a Switch Multilevel Set command, it should forward that same command on to the nodes in its Association Group 2, and if any of those nodes support the Switch Multilevel Set command, they should act on it.

So for example, if I have another in-wall dimmer in the Smart Dimmer’s Association Group 2, and I turn the Smart Dimmer on via Home Assistant, the in-wall dimmer should also come on.

But that’s not what’s happening. It doesn’t seem like the Smart Dimmer is actually forwarding those commands.

Has anybody here successfully played around with this? Or am I completely misunderstanding what should be happening?

Technical Details if they help:
To test it out, I added both my Z-Wave controller (an Aeotec Z-Stick Gen5 ZW090) and an in-wall dimmer (a Homeseer HS-WD100+) to the Smart Dimmer’s Association Group 2. I verified they were added by checking the OZW log. But when I turn on the Smart Dimmer, either via Home Assistant or locally by pressing the button on the Smart Dimmer, the Homeseer dimmer never turns on.
