Recommendations for Off-Grid Construction (Lighting, HVAC, etc)

I’m relatively new to HA. I have a linux + docker installation playing with the tech I have lying around (hue, tuya, wiz, wyze, cielo, aranet). It’s working really well.

Now I’m embarking on a custom new home construction that will be mostly off-grid with solar and starlink. I would like HA controls to be entirely local without requiring internet. So I’m looking for current recommendations for lighting, HVAC, window shades, and other relevant infrastructure that are well-supported by HA. (my GC wants to install lutron)

The lighting will be entirely LED and have bulbs and strips. There will be a heat pump for one floor and a few zones with mini-splits on another.

Generically, look for the iot class of integrations to know whether they are pure local or cloud

The most generic way to be pure local is to use zigbee / z-wave / matter devices.
For anything else, your mileage will vary
