I am plan to get some reliable smart plugs. Kasa seems good but TP-Link Kasa Smart - Home Assistant says local api is removed. Is this still the case now? Anyone can recommend some good smart plugs that integrated well with HA? I am in USA.

I‘ve got positive experience with Innr and Blitzwolf Zigbee sockets. I cannot recommend Osram / Ledvance or TP-Link Wifi Plugs.
for smart plugs, before anyone can recommend they really should know what country, region you are. As that will influence if they recommend uncertified devices from China, or local variants, or big box brands.

Im using a LOT of tp-link stuff in the US, and can verify local control still works for all of it. There is a noticeable delay when I use the kasa app, vs instantaneous control when issuing the same commands via ha.
Not an answer to your question but I have had bad experience with both Tuya and Sonoff.
Tuya, two sockets with sticky relays so it’s not reliable.
Sonoff two sockets stopped working after less than a year.
