It is possible to reorder the itens in energy panel like in entities card ??
It seems like you are using the panel for the totals provided by the electricity meter to list your individual devices. The (separate) individual devices list of the energy dashboard can be ordered manually by dragging since version 2025.1. The grid consumption one is normally only one or two entities, which are not needing ordering.

Oh, it looks like you got Grid consumption section quite wrong! It’s a place for electric power supply point meter for whole house! 
Individual devices section is for your individual devices.

Thanks guys, I really got the concept wrong.
Individual devices interface does not have the calculate cost feature, so I have all 40 breaker monitors added as sources. Not a mistake, I did it deliberately for that feature.
Please add reorder functionality similar to individual devices. Is there a file with the device list I an edit?
Also some parent child relationships could be useful to break out specific devices on a circuit. This would require a three level organization with cost calculations.
I am surprised there is not a HACS that adds much better energy analytics I can find.
Will like just have to work out some massive scripts someday to get the data I am looking for.

But you added them into Return to the Grid section I suppose? Otherwise it would skew your dashboard af.
Per device cost would be great, that’s true but feature request for that already exists somewhere.
Needless to say that Energy dashboard needs sourcing of cost rate reworked first.
