I get this error I start HA (log file snippet):

I don’t know what this means tbh. It also doesn’t seem to be a problem other than the notificationrc
Info: I’m running HAOS (14rc1 currently, but the problem predates that by a lot, I think it has been there ever since 13 or maybe even 12) under Virtualbox 7 on a Linux Mint host.
In your configuration.yaml file do you have:
resources:
By itself on a line, rather than under the Lovelace key?

If you are not using yaml to construct your dashboards you should delete it.
Yes indeed. I misinterpreted an instruction from a custom card apparently. I don’t use YAML dashboards, the resource is visible in the GUI already. I deleted the lines and the error has disappeared.
