Restore backup from CLI on new install - not possible?

I’m in the process of migrating my HAOS install to new hardware and I’ve hit a very strange roadblock

I’ve imaged the new system and copied the full backup from the old system over manually using the shell, with the intent to use the CLI to restore the backup, but the CLI can’t see it. I even tried creating a test backup from the CLI on the new system, and it plops down in the filesystem right next to the file from the old system, but listing backups only shows the new (empty) test backup, not the one I’m trying to access. Searching for a solution has been fruitless as it only comes up with a single thread about using the CLI and that was to restore over an existing system, not a new installation.

Is there no way to restore a backup from the CLI if it wasn’t created in place? I get that most people use the GUI but for various reasons the CLI is just more convenient for me here and it seems strange to have a backup tool that can’t load backups unless they were created inside the tool on the target device…
