The stop state would make it possible to know that the cover is in an intermediate state for the covers which do not return positions.
Home Assistant does not have a STOP
state (or halfway or whatever similar) defined for covers.
If I understood you correctly, you argue that this status could be added for RFLink covers
IMHO the RFLink integration should follow the Home Assistant specification. If you want to add the STOP (or halfway) status, it should be in the cover component, and RFLink follow that specification.
At the moment the implementation for the RFLink cover follows the following specification (RFLink cover actions):
**Action** --> **Cover status**
open_cover --> Open
close_cover --> Closed
stop_cover --> Open

This update would be really welcome because it would be really useful for certain automations depending on the state of the covers…
This is really the only drawback I find compared to Domoticz.
