RPI 4-B failed to start network manager wait online

Installing the Home Assistant OS as recommended on a Raspberry PI 4B with the correct power supply and plugged into a wire to my Ethernet gives the error:

failed to start network manager wait online

And when the splash screen comes up, the IPv4 addresses for eth0 are blank.

I did a Raspbian install, set up Docker, and put the Home Assistant in the Docker container and that worked.

BUT the Z-Wave JS custom installation fails. The instructions for that are apparently garbage.

So I’m trying to go back to the HA-OS install.

Why can’t it see my network?

Edit: I tried both the 32-bit and 64-bit OS, via Balena as well as the Rasberry PI installer.

It seems to work now; I forced a few things in nmcli, and I think the enabling wifi did the trick (yeah yeah, terrible connection method, not recommended)
