I’m currently switching from FHEM to HASS, and since I cannot use the Z-Wave Stick on both systems simultaneously, I would like to control the Z-Wave devices via FHEM until the migration is complete. Is it possible to turn a Z-Wave wall plug on and off via an URL-command or something else that can be triggered via FHEM?

I think FHEM supports mqtt, you could use mqtt template switches.
I run FHEM and HA in parallel. The data exchange works via MQTT in 90% of the cases. Works really well.
In FHEM every device can be made MQTT compatible using MQTT_GENERIC_BRIDGE. On the way back you may want to use:
