To rearrange sections, simply tap and hold the
Move handle and then move your cursor or finger towards your desired location.
None of my cards have a move handle- what am I missing?

The move h dle is not the pen, but the crossed arrows beside it. if you press and hold that, and then when it changes colr drag it, you can move it.
Got it. This only works on a new view.
