Servo or other control to turn on/off garden hydrant

Hydrant used for filling livestock tanks, need to be able to turn the hydrant off to keep it from freezing in winter. Plan is to use a float or ultrasonic distance sensor to signal hydrant on/off…but I need something to control the hydrant lever or rod. Anybody ever done this or seen anything? I have power next to hydrant, and wifi coverage blankets the whole property. I’d rather not use a heat tape because it gets very cold here and they’re not particularly reliable …plus very high power usage and I already have tank heaters running.
