I also had to restart HA after upgrading the Shelly 3EM firmware (v1.13.1)
Before that HA could not discover the device and manually adding it did not work.
HA restart fixed it for me.

In my case, I didn’t have a firmware update available since I enabled the cloud connection.
Then it worked with the new firmware.
