Shoul I reconsider my setup?

The IP address on my HASSIO changes and I cannot find a way to fix it.
I guess it is due to my setup. Is there a way to make it work?

I have installed HASSIO on a VM on my windows PC (IP addr on HASSIO changes between 192.168.5.221 - 228).

The PC is connected wireless to Router (Tenda Wifi IP: 192.168.5.1)

Router (Tenda Wifi) is connected to Router TLCM (192.168.0.1) that is connected to Internet provider

The reason I prefer HASSIO to be on Tenda wifi, is that all it should interact with is on this router.

How can I make it work?

With your current setup you have 2 separate subnets, 192.168.0.0. and 192.168.5.0

If in the Tenda app you change your WAN connection to bridge you’ll find everything is all on the 192.168.0.0 subnet and will be accessible.
