Smart current controller/switch

There already was a question about this in 2021, but not a single answer. So I thought I’d try again since enough time has passed. Maybe something new came up?

Anybody know of anything like a smart switch or plug that lets you control how much current (amps) can be drawn by a connected device? Think of allowing the clock on a microwave oven to stay on, but not allowing the microwave to be operated. I.e., it will not operate when start is pushed.

I can imagine many uses for something like this.

Doubt this would ever be possible unless it was designed and built into the appliance itself. Standby power has been restricted to 0.5 watts for most appliances made after 2013.
