I have no idea about Glow integration. If you need bidirectional communication, you need to study the protocol. Hardware is still simple, IR emitter and phototransistor (or IR receiver if modulated). But for counting Wh pulses of the meter, you don’t need anything fancy…

Rs232 or Rs485 etc are standards developed to move serial data over long distances. They don’t serve anything else, even if often still used nowadays for short distances for compatibility with old systems.
Going to try this this weekend,
If I am using the S0 port for pulse reading, a pull up or pulldown resistor is required.
Either 10k from GPIO to GND for pull down
Or 1k from GPIO to 3v3 for pull up?

Anyway, either way start with 2k, if it doesn’t work go with higher value. Your meter manual didn’t say anything about minimum current of the S0.
