Stuck on Home Assistant 0.103.6

I am currently on version 0.103.6 but need to upgrade to install SpotCast. The update completes but stays on the same version. Any tips for upgrading to 0.108.6?

I am running HA in a venv so I stopped it and then ran the following

cd homeassistant
source bin/activate
python3 -m pip install --upgrade homeassistant

This is what I get, looks like it is saying it is already up to date:

You missed this in the 0.103 release notes

Therefore, this release marks the last release, which supports Python 3.6.

If you haven’t upgraded your system to Python 3.7 yet, it is recommended to do so, to ensure you can keep using Home Assistant in the future.

You need to install Python 3.7 or 3.8 (I’d recommend 3.8) and build a new venv with that.
