Suppress "The Lovelace UI configuration was updated, refresh to see changes?" message with a config entry

I would love an option in the configuration or lovelace yaml to supress this message.

It obscures switches & sensors on my tablet dashboards when it pops up, and makes the less tech savvy people in my life wonder if something has gone wrong.

I have to admit it bugs me too.
But in the great scheme of things currently being undertaken, it’s WAAAAAAY down on my list. :ok_man:
