I am trying to install HACS to add Ecowitts weather station support. But I cannot find a place under Configuration to search and add the store.
Help is appreciated.

I’m pretty sure the add-on store is only available if you are using the Home Assistant OS on something like a Raspberry Pi. I don’t think the DSM package (or anything else - like the Docker package) have that. There’s a little install script you have to run on your Synology:
I’m pretty sure you need to use the “Core” option for installing. I am running Home Assistant in a Docker image on my Synology, so I followed the instructions under “Container.”
