Not 100% sure what you want to achieve … but:

{% if states("cover.velux_bagno") == "open" %}
 on
{% else %}
 off
{% endif %}

or

{% if states("cover.velux_bagno") == "on" %}
 open
{% else %}
 closed
{% endif %}
