Themes only partially working on 80.0 HA lovelace

I have the same theme produce different results on two different 80.0 HA installations. The first is on a pi3 and the second on a mac using the exact same dark_theme in lovelace.

How can I fixed the texted and background / header?

I found that I needed to use the set front end theme service for the first time for the theme’s to work properly.
