Hey first the add on variety for Zwave is a bit challening. 
There is also documentation that says the Zwave JS UI is an addition to ZWAVE JS addon…
However as either one terminates the other one … I think you actually can only use one and they are not dependet on each other?
That said … since I came from a self hosted install and had zwave js UI as own docker it was famiar to me I opted for it.
a. Is there anything that speaks against it and better for the non UI addon?
b. Can I safely install the not user addon
