Changing to a static IP worked for me as well. This tells me there is something probably code related that is incompatible with DHCP time.
I have this same issue, my home assistant is reporting my current local time with utcnow and reports one hour into the future for my GMT+1 Timezone. I don’t want to change my setup to a static IP address, a full hardware reboot does not change this behavior.

is an hour out, how are you running Home Assistant? HAOS on a Pi? HAOS in a VM (what type?)? Docker? What?
