i flashed it successfully. can see the device in HA and tasmota webgui. BUT nothing works. i can toggle the on/off to see the wifi light on/off but power is actually never on to the device connected. the physical button on the plug does not do anything.

ahh, i put in the template without checking the “activate” box. all good now.
What kind of voltage are you getting? I’m getting a 52V which doesn’t seem correct as I’d expect something in the 110-120V.
That is odd, I’m not sure the hardware has the capability to adjust the voltage it should simply a WiFi controlled relay. I would check that voltage level again, possibly with a different meter.
Where do you enter this string? When I connect to the web interface on the plug, the “template” section has a list of 18 GPIO dropdown menus (00-17)

I used a multimeter to get the right reading and then accessed the console and manually set the voltage to the multimeter reading. It’s working fine now.
