Trend Sensor reboot (ok) vs restart (problem)

I think this problem started after installing 2018.8.3
If I reboot HA starts up no problem
If I restart HA, I get the following:

I’ve tried:
apt-get install libatlas-base-dev libjpeg-dev
pip3 install numpy --no-cache-dir --force-reinstall --no-binary :all:

Any thoughts or ideas?

Same issue, this resolves it, but need to do it on each update…

pip install numpy --global-option="-mfloat-abi=hard" --force-reinstall
