Trigger on if Synology Surveillance Station is receiving video from a camera or not

Greetings-
I want to be able to trigger an automation based on if HA/Synology Surveillance Station is receiving video from one of my security cameras. I have older cameras on a mesh wifi network and every so often I lose a camera in Synology Surveillance Station but have them plugged into wifi controlled outlets. So I am looking to do the following type of automation, and if this is can already be done I would love to learn how.

Camer_Video=false (noting the absence of video)
Power off outlet
Delay 10 seconds
Power on outlet

Everything to do this is already in HA I just can’t find the first item to trigger this automation. Thank you for your help!

Haven’t done this so far, but I would do it using Action rules:

That way you could have it triggered if connection is lost.
I use this to trigger webhook in HA when there is motion.
