I am reusing an old ESP32S2 module. And after installing manually via download and esptool, I am told that “Device is already configured”.
After spending some time (hours) looking through the forum, the only suggestion that I have not tried is to delete files in: /home/homeassistant/.homeassistant/.storage.
Before I try this, is there more targeted approach? Incidently:

Rather not, since you probably already have lots of configured devices. You’ll be deleting everything. You have to edit these files and only remove the relevant section.
Please remember to make a backup if you attempt this.
If you click on the ESPHome Icon (your first image) you get a list of configured devices and with the three dots (options) you can delete the device.
Wait a minute and then you can add the device again, without the Device is already configured error.
I also stumbled on the same problem you have and it took me also some time to discover the differences between options presented, clicking the location like your first image and third image…
