Unable to connect to from Windows browser

Hi,

Apologies for what may be a dumb question.
I’ve recently installed HA to a Pi3b and can access HA via the android app however when I try to access via Chrome on my desktop the IP can’t be reached via 192.168.XXX.XXX:8123 nor can I ping the IP.
I’ve added inbound and outbound rules in Windows firewall but I’m still getting the error
resource is online but isn’t responding to connection attempts.
Is this an issue on the install side rather than windows?

If you can connect with the android app, i is not an install issue. Did you try already with windows firewall disabled ?

Yes, tried that after adding the rules thinking I may have not got the correct ports.
