Unable to install homeassistant on Yellow Kit PoE

No matter which method I use, I cannot get past the heartbeat during the install process. This is what screen shows:

worth noting also, the device never gets an IP and barely registers a POE draw about 2W from the switch. (it’s a 24port PoE unit from Ubiquiti - with PoE+ support, not sure if that makes a difference.)

To be clear, I have tried Option 1 and Option 2 in the official documentation, I have also tried with usboot imaging directly onto both eMMC and an NvME drive, the result is always the same the yellow light never changes from the heartbeat. At this point I am lost and considering cutting my losses, but if anyone has any ideas I’ll give it one more shot.
