Update HassOS 3.13 -> 4.6 failing (on RPi 3)

After reboot hassio_cli seems missing (or not starting).
Device is not reachable at all (no icmp, no ssh, no http(s))

When try to login locally, it fails with Error: no such container: hassio_cli

cli version 25

Multiple reboots let it fall back to 3.13 (which is fine).

Maybe there is an issue with Version 25?
