I have the same problem with RPi4 on SSD:

Did you ever get past this? I think I’m having the same issue right now

So it turned out my SSD was only partitioned to 1gb. I booted into RaspberryPI OS, installed gparted, and grew the data partition to the full size… Seems to be progressing further now
