I’m looking for a contraption that will allow me to power a usb-c presence sensor like in the picture below. What should I be searching for? What would such an adapter be called?

Something like this.
But keep in mind this will need some kind of isolation to not make the light fixture connected to mains.
And then a usb c break out board or something

IF you’re technically and electronically* inclined, you can get all the components you need by opening up a USB-C phone charger and hooking up the internals to the Live & Neutrals at your ceiling rose.
