User specific update notifications (for minor revs only)

Every month (it seems) there is a major release of HA core, and then a few minor releases with Bugfixes or other addenda.

It would be great if the minor revs were only recommended if the integrations they touch affect the user’s installation/configuration specifically. This would reduce clutter and improve installation rates where it matters.

Why? Especially if the update doesn’t touch any of the integration you use, you should definitely upgrade without having a second thought.

There is already a FR around specifically for informing users if an update does affect them.
