User with access to only two switches

In HomeAssistant I have several sensors, camera and switches, however I would like to have a specific user, that will be able to control (switch on/off) only two lights.

Is it possible to do that?

If not, is it possible to have an API call from outside application to control just two specific switches?

In a ‘hard’ way I donot think so.
From a UI perspective you can use dashboards that are particular to a user and als use ‘conditional card’ requiring pwd. But I believe that a smart use can circumvetn this…question is if that is bad ?
